Roman Reigns retaining the Undisputed WWE Universal Title at WrestleMania 39 against Cody Rhodes was always the WWE's plan. After making a return to WWE at WrestleMania 38, Cody Rhodes expressed his desire to become WWE Champion.
He was given an opportunity to do so after recovering from an injury, entering the men's Royal Rumble match at number 30 and winning it, which earned him a shot at Roman Reigns' Undisputed WWE Universal Title. Many believed that Rhodes was the one to put an end to Reigns' dominance at the top of WWE.
The company built up to their showdown, which served as the main event of the second night of WrestleMania. However, outside interference from The Usos led to Rhodes' defeat, as Solo Sikoa hit him with the Samoan Spike.
The finish of the match came as a shock to many fans, but according to Dave Meltzer's report in the latest edition of the Wrestling Observer Newsletter, the plan was always for Reigns to retain his title. The outcome of the match was predetermined, and the company never intended for Rhodes to walk away with the championship.
“Reigns winning was always the plan, although it was kept secret and almost nobody knew," Dave Meltzer noted the following about the finish.
